Council Baldonado - discussion of federal juvenile-detention block grant funds.

27:35 Baldonado suggests the funds be used for the hiring of another public
defender. Ellis reads the 12 point guidelines for the use of these funds.
29:20 Baldonado uggests that the funds be used for something constructive
rather than being rolled into the District Attorney's office. Last years funds
($7500.00) were not allocated for any purpose so were not recieved by the
city.
32:32 Rosenthal asks for clarification on the meaning of "serious juvenile
offender", Ellis explains.
35:00 Council would like to partner with another city to make better use of
the above funds. Decision is tabled until later in meeting.
